Survey at a Glance
Real-time monitoring of the Citizen Property Tax & RS Assessment Survey across Lahore. The study measures how property owners perceive the Excise & Taxation Department, how much they trust satellite / remote-sensing (RS) based property valuation, and what they would pay for their own RS estimate โ tracked against the 2,100-property sampling frame across E&T circles and localities.

Sampling frame: 2,100 primary-attempt properties drawn from the E&T assessment rolls of Lahore District (T1 = 900, T2 = 900, Control = 300). Digital Access & Government Portals
Can citizens actually reach the state online? Awareness and use of Punjab government apps and portals, the barriers that keep people offline, who respondents would turn to for help, and their comfort with online forms.

Why People Don't Use Portals
Who Would Help You Use a Portal?
Asked of all consenting respondents. Multiple-response items show the number of respondents selecting each option. Codes 97 = Don't know, 98 = Refused to answer.
E&T Department โ Contact, Trust & Integrity
Citizens' lived experience of the Excise & Taxation Department: recent contact, how they were treated, how far they trust tax officers to value properties fairly โ and the sensitive integrity module on informal payments.

How Common Are Informal Payments?

Why Do Similar Houses Get Different Bills?
Which Properties Get Assessment Visits?
Integrity items use indirect vignettes plus a direct experience question. Trust and satisfaction shown on 4-point scales; "top-2 box" = the two most positive categories.
Assessment Records & Citizen Knowledge
What do owners actually know about their own tax record? Whether they have ever seen it, how they think their house was assessed, whether they believe the recorded areas match reality, the documents they hold, and their intention to appeal.

Why Owners Don't Contest
Prior beliefs are asked before any information treatment is delivered. Document possession excludes "Don't know" / "Refused" from the base.
Satellite (RS) Valuation โ Comprehension & Attitudes
The heart of the experiment. Respondents in T1 hear about remote-sensing valuation; respondents in T2 additionally see an RS estimate for their own property; Control receives no script. This panel tracks whether the script lands (comprehension checks) and how attitudes toward technology-based assessment differ across arms.

Would Seeing the Image Help?
Comprehension checks administered immediately after the treatment script (T1 / T2 only). Attitude items on 4-point agreement scales. Arm comparison uses top-2-box shares; interpret with caution at small n.
Willingness to Pay for an RS Estimate
Would citizens pay for their own satellite-based property estimate? Each respondent is offered the product at a randomised price (Rs 0 / 100 / 200) โ tracing out a real demand curve โ after completing an 11-round BACE choice experiment over hypothetical assessment options.
Demand Curve โ Uptake by Randomised Price
Would Buy Own RS Estimate
Current Assessed Tax Liability
Believability of BACE Scenarios (0โ10)
Prices are randomised at the property level in the sampling frame, so uptake differences across price points identify the demand curve. BACE = Bayesian Adaptive Choice Experiment (11 adaptive rounds per respondent).
Locality Completion Tracker
Live completion status for every locality in the sampling frame โ completed interviews against the number of sampled properties, grouped by E&T circle. Search by locality or circle, filter by status, click any column to sort, or export the table.
| Locality | E&T Circle | Completed | Sampled Target | Completion โผ | Status |
|---|
Targets = primary-attempt properties per locality in the sampling frame (2,100 total). Completion % = completed รท target. Localities appearing in field data but not in the frame are flagged with target 0. Sorted by completion by default.
